Obama Holds Small Donor Advantage Over Mitt Romney

WASHINGTON--It does not guarantee him re-election in November, but it is an advantage President Barack Obama is likely to carry into the fall: a broad base of supporters who have given him the symbolic vote of confidence with a donation of less than $200.

Known as small donors, these people are personally invested in a candidate's march to becoming president, many ready to become active at the ground level as foot soldiers of the campaign.

Financial disclosures last week showed Obama's campaign in 2011 raised 60 percent of funds, or $58.5 million, from donors who gave less than $200.

The average listed donation to the Obama campaign in the last three months of the year was between $100 and $200, according to a Reuters analysis of the Federal Election Commission filings.

Campaigns are not required to list donors who gave less than $200 in total, but they have to list those who exceeded that amount even if it came in multiple smaller sums.

In 2008, such small donors helped sweep Obama into the White House, but pundits remain skeptical whether the president would be able to energize them this time around, with his popularity undermined by a long slog to U.S. economic recovery.

Republican candidates, unlike uncontested Obama, are caught up in a heated primary season, splitting the small donors among them.

The campaign of the Republican front-runner Mitt Romney in 2011 raised only 9 percent of its total funds, or $5.2 million, from donors who gave less than $200, FEC filings show. The average listed donation was between $900 and $1,000 in the fourth quarter of 2011, according to the Reuters analysis.

In the last three months of the year, Obama received four times as many donations as did Romney. The numbers included repeat contributions from the same people.

"This has the potential to be a strategic advantage for Obama," said David Magleby, political scientist at Brigham Young University in Utah and campaign spending expert. "That kind of involvement conveys a more substantial psychological investment ... They have a sense of ownership of the campaign."

KEEPING THEM ACTIVE

On April 4, 2011, the first day of the official launch of the campaign, the Obama 2012 team sent its first email to supporters, asking for donations. Their grassroots effort four years ago went down in political history books as the most organized digital attempt at rounding up supporters, and they are preparing to repeat it.

The Internet spawns a large chunk of small donors thanks to easy and quick access. A growing amount of the campaigning has been done online, targeting voters on Facebook and Twitter, and through Google, Youtube and online Hulu television ads.

Of some 300 people in Obama's Chicago campaign headquarters, the digital team is the largest, said one campaign official working there. The team includes video and graphics producers, advertising strategists and members interacting directly with voters. They work quietly on the margins, but their work has never stopped since the victory in November 2008.

The Romney team's digital chief Zac Moffatt told the Atlantic magazine last month that his team had 10 people and started the 2012 campaign from scratch, focusing first and foremost on the primaries and preparing to switch gears for the November 6 general election.

"Keeping the small-donor base active is a very important part of the strategic plan for any campaign ... Governor Romney hasn't had that luxury yet," said Peter Pasi, a Republican digital fundraiser.

Small donors are "an important indication of strength and it's a hole that any Republican nominee is going to have to fill," he said.

Moffatt did not respond to a Reuters request for an interview.

'NEVER TOO EARLY'

In 2008, the Obama campaign received some 30 percent of donations in low-dollar amounts in the campaign to secure the Democratic Party nomination, according to the Campaign Finance Institute data.

Romney, who lost the Republican nomination that year to Senator John McCain, relied on small-donor contributions for about 8 percent of his fundraising, the data shows. For McCain, it was 21 percent.

Romney, a wealthy former private-equity executive, has faced criticism that he is detached from the voters struggling with the economic downturn and high unemployment.

Obama, who in 2008 garnered important backing from Wall Street, has sought to emphasize a populist message in his campaign.

Historically, the Democratic National Committee has lagged behind the Republican National Committee in appealing to the small-check donors as the RNC has mastered the direct mail and phone method. But in the past few years, the technology has transformed radically and Democratic candidates have outdone Republicans in adopting it in campaigning.

"Small dollar donors ... are our grassroots who back up their monetary support with phone calls and door knocks - they are our boots on the ground and we do everything we can to reach out to them," RNC spokeswoman Kirsten Kukowski said in an email.

RNC is set to raise funds from many Americans who are disheartened with Washington and want to defeat Obama regardless of who becomes the Republican pick.

Romney would be positioned to take advantage of those RNC efforts and that population, but not until and unless he gets the nomination. Obama, in the meantime, can count on the DNC and the joint fund he has with the party, which predominantly attracted donations of more than $200.

But waiting for the general election to step up the appeal to the small donor could be risky. Campaign Finance Institute's Michael Malbin said that while a deep-pocketed campaign such as Romney's could pay organizers to match Obama's grassroots efforts, the proposition is expensive and inefficient.

"It's never too early to worry about how many donors you've got," said Pasi. "By allowing people to participate in the process, you create an evangelist for your cause."

(AP) ? Julia Mancuso's wait for her first win of the season is over. Lindsey Vonn will have to wait a little longer to break another record.

Mancuso won a super-G on Sunday for her first World Cup victory of the season, while Vonn skied off the course and did not finish.

It was the first time two different American women have won World Cup races on consecutive days since December 2006, when it was also Vonn and Mancuso.

Vonn captured her milestone 50th World Cup win in a downhill on the same slope a day earlier. But she was forced to wait for her start for about three minutes while officials fixed a gate and Vonn could not hold her line Sunday after hitting a bump midway down the icy piste. She was looking for a record 18th super-G career win.

Mancuso produced a clean run in freezing conditions, with bright sunlight and deep shadows alternating on the Kandahar course and making for poor visibility. She won on the same slope where she clinched the super-G silver medal at last year's World Championship.

"I thought when I crossed the finish line, 'If that wasn't good enough, then I don't know what is,'" Mancuso said. "I didn't feel like I had the best run, but I kept my skies stable the whole way.

"The course was set really fast, besides a couple of turns, and I knew I had to push myself to the limit and make those technical sectors clean, then it was just a case of trying to go as fast as possible. You couldn't see, I just had to try to stay on it."

It was Mancuso's first super-G win since 2007 in Cortina d'Ampezzo, Italy. She now has six career World Cup wins, to go with two Olympic silver medals and a giant slalom gold at the 2006 games.

"You have to go fast and not care where you are. I like to see ? it's better when it's sunny ? but it gives me an advantage, because I know I can perform in difficult conditions," Mancuso said.

Vonn was not the only one to ski off the course. Four of the first six starters also failed to finish and several others joined the group, including Tina Maze of Slovenia, Vonn's closet challenger for the overall title. Vonn still has a massive lead of 482 points.

Vonn quickly left the finish area and could not be reached for comment.

Mancuso finished in 1 minute, 20.50 seconds. Anna Fenninger of Austria, super-combined world champion here last year, was second, 0.13 seconds behind, and Tina Weirather of Liechtenstein was third, 0.45 back.

Weirather was also third in Saturday's downhill, while Maria Hoefl-Riesch of Germany, last season's overall World Cup champion, finished fourth for the second straight day.

Many busy people nowadays use DVRs to allow them to "time shift": recording TV programs today to view at another, more convenient, time. But did you know that you can do the same with the stars?

Over the course of each night, the Earth turns about 180 degrees on its axis. In the process, the stars overhead change almost completely, just as they do as the Earth travels around the sun over half the year. As a result, it is possible to see the stars of the next season or two just by staying up (and outside) extra late.

Right now, if you are a night owl or early bird, you can see the same sky that will be visible in late spring and early summer. Here's how to do it:

Get up an hour or so before sunrise and look eastward. The summer view of our Milky Way galaxy will be just rising and the Summer Triangle ? a pattern made up of the bright stars Vega, Deneb, and Altair ? will be well placed. The spring strongmen constellations of Bootes, Hercules, and Ophiuchus are also high overhead, offering an abundance of globular clusters for the observer with telescopes.

In the pre-dawn morning there are also two favorite planets to observe: Mars is nearing opposition now glowing bright red on the border between Virgo and Leo; and Saturn following close behind in Virgo.

President Obama's Mortgage Refinance Plan Just a Bid for Votes (ContributorNetwork)

COMMENTARY | The Associated Press is reporting that President Barack Obama is planning to push for legislation that would allow millions of homeowners with government-backed mortgages to refinance their loans to take advantage of the historically low interest rate.

In order to help pay for this plan, Obama proposes to levy a fee on banks. The thought behind this legislation is that it would help spur the economy, but my numbers do not add up to any substantial benefit.

What then is Obama's purpose for this plan?

The official thinking on this plan from the president is that by allowing more people to refinance to a lower interest rate on their loans, they will be paying less per month. This monthly savings would then be assumed to go toward purchases in the economy. The exact amount of this revenue increase is very much in dispute.

NPR estimates the number of those to benefit at a mere 2 million homeowners. Other estimates from supporters go as high as 20 million homeowners. The Obama plan estimates $2,500 savings per homeowner who goes through the program.

If we accept that number, the amount of money put back into people's pockets would range from $5 billion to $50 billion. Now if we assume that half that savings is actually spent back into the economy rather than paying off bills or going into savings, means we will have $2.5 billion to $25 billion injected into the economy.

The plan then calls for a yet to be named fee levied against the banks to help pay for these refinances. This fee would be then passed down to the consumer so that takes money back out of the economy. That needs to be deducted from the economic benefits. The United States' annual retail sales GDP runs near $5 trillion, so that means the economic injection from Obama's plan would be only a small drop in the bucket for the economy. Ultimately, this plan will add too little to the economy to be a reasonable fix for the current recession.

So once again, the question that begs to be asked is: What is Obama's purpose for this plan?

The answer is simple: The states hardest hit by overvalued mortgages, according to CNNMoney: Florida, California, Nevada, Michigan, and Arizona. These are also the states that Obama needs to win in his re-election bid this fall. This is simply nothing more than an election-year grab for votes.

What Happens to the Kids When Charter Schools Fail? (Time.com)

Terri Griffin made herself a promise when her youngest daughter was ready for kindergarten: the little girl would never set foot in an Akron public school. Griffin, an Akron jewelry store clerk who is a graduate of the Ohio city's school system, had sent eight children -- two of her own and six others she raised as her own -- to traditional public schools.

She felt they were pushed through to a diploma and didn't learn enough. Teachers were eager to recommend special education, but Griffin couldn't get them to provide other basic extra help. Two years ago when her youngest daughter was entering kindergarten, she sought out a charter school, Lighthouse Academy, and hoped for a better outcome. (MORE: New Grades On Charter Schools)

Griffin didn't know about the Lighthouse Academy's low test scores or that it had been identified by the state as being in an academic emergency on and off since opening in 2000. Instead, when she visited the West Akron school, Griffin saw caring teachers working with small classes in a school that was well established in the community. She hasn't once regretted her decision.

Now, under Ohio's charter school closure law, considered the toughest in the nation, Lighthouse Academy is slated to be closed at the end of the year. The 2006 law mandates that any charter school that has received the state's Academic Emergency rating or been placed on academic watch for two out of three years will be shut down. Most of Lighthouse's 66 students will be thrust back into the same public schools their parents tried to flee. Nearby public schools only perform slightly better than Lighthouse on standardized tests, and some do just as poorly.

The closure is another blow for the children of this fading industrial city, where a third of all children live in poverty and about a quarter of high schoolers fail to graduate. It's a scenario becoming familiar to thousands of families in the nation's poorest neighborhoods as more and more districts start cracking down on low-performing charter schools, which get public funds but operate without the usual bureaucratic constraints. The dismantling of so many charters has some experts worrying that when students are forced to leave educational environments where they have friends and feel comfortable, the disruption is destabilizing and upsetting to some of the system's most vulnerable populations. Robert Slavin, director of the Center for Research and Reform in Education at Johns Hopkins University in Maryland, believes closure should be a last resort, after giving schools support and experimenting with solutions. Otherwise, well-meaning educational programs could wind up hurting the very kids they are trying to help. "Letting alone or closing are not the only two options," Slavin said. Closing "is very damaging to kids."

Nonetheless, the crack down on ineffective charter schools has the backing of charter supporters as well as critics. In an effort to save the charter movement, which has come under increasing scrutiny, advocates have asked for more accountability, supporting forced closures of low-performing schools. Florida has already adopted a law similar to Ohio's. During the current legislative session, charter advocates in Missouri are pushing a bill that would require charter schools to set up specific benchmarks, giving sponsors an easy way to hold schools accountable. The California Charter Schools Association has said it will start urging school boards not to allow faltering schools to stay open. (MORE: Why It's Time to Replace No Child Left Behind)

Bill Sims, president of the Ohio Alliance of Public Charter Schools, says he regularly gets calls from his counterparts in other states asking for more information on Ohio's law so they can use it as a model for their own legislation.

"The good news is Ohio doesn't keep underperforming schools open. The bad news is it hit Lighthouse," said Marianne Cooper, director of the Richland Academy of the Arts, the non-profit community arts center in Mansfield, Ohio that sponsors Lighthouse. The organization has closed the four other charters it operated, but saw potential in Lighthouse because of some of the very same things that attracted and have impressed Griffin.

"I love the way the classes are structured," Griffin said, of her now-second-grader's experience. "The teachers that she has had take those children in as their own."

The personal attention has not translated into convincing data, however. Lighthouse has struggled on state tests since it opened, falling well below state and district averages. Over the past six years, an average of only 31 percent of its students annually reached proficiency across all grades and subjects. In some cases, only one student per class passed the exam.

Last year, every student demonstrated at least one year's worth of growth, according to state standardized tests, although many remained below grade level in their performance.

Using this as a key argument, Principal Fannie Brown plans to appeal the closure decision. However, the Ohio Department of Education said the decision to close would not be overturned.

"While the school made some academic gains in the last report card period, it was simply not enough to surmount the consequences of the closure law," said Ohio Education Department spokesman Patrick Gallaway.

If Lighthouse closes, as expected, it could represent the beginning of a major change in the way charter schools operate. Nationally, charter schools with low scores are only slightly more likely to close than traditional schools with low scores, according to a recent study by the Fordham Institute that examined charters in 10 different states. New data released by the Center for Education Reform indicates that 15 percent of charter schools have been shut down over the course of the charter movement, which began two decades ago. But fewer than 200 of the 6,700 charters that have opened since 1992 were closed down for academic reasons; the majority were shuttered due to financial or mismanagement problems.

Jeanne Allen, president of the center, a pro-charter group, says that administrative problems indicate that a school isn't working long before test scores come out; the center's data, she says, shows that failing schools do get shut down even without the new regulations. "The vast majority succeed [and] stay open," she said. "Those that don't are closed within a few short years before they can ever have any negative impact on students."

Many others within the charter movement, though, are not so convinced that closures are always so timely.

In California, for instance, the charter school association is poised to start holding charters to task with or without a new law, and is urging school boards not to allow faltering schools to stay open. Doing so might encourage more school boards to take the politically unpopular step of closing down schools, the group says. Myrna Castrej?n, a senior vice-president of the California Charter Schools Association, said her group couldn't keep making the case for charter schools if it was seen as soft on failing charters.

More than almost any other state, Ohio shows that change is possible. The state originally took the "let a thousand flowers bloom" approach, encouraging rapid expansion of charter schools with minimal oversight. Ohio educators expected that parents would stay away from bad charters, which would then be forced to close down, said Todd Ziebarth, vice president for state advocacy and support for the National Alliance for Public Charter Schools.(MORE: Grading the GOP Candidates on Education)

Instead, the state became something of a national embarrassment in the charter movement, with headlines about gross mismanagement and financial scandals. In 2006, when the automatic closure law was written, more than half of Ohio's charter schools were rated a D or F under the state grading system.

The new regulation is a big step forward, but it hasn't fixed everything. Only 17 charters have been shut down in the past five years as a result of the new law, in part because of a loophole that allows high schools with "dropout prevention programs" to stay open regardless of performance. And more charters have opened to replace those that have been shut down.

Ziebarth thinks closing schools like Lighthouse should be an easy decision. If a school fails to live up to expectations in five years, it should be shut down, he said: "What we can't do is perpetuate mediocrity and failure."

Nonetheless, Lighthouse Principal Fannie Brown and her faculty members think they should have more time to improve before putting their kids through the disruption of being sent back to regular public schools, some of which might be worse or only slightly better than Lighthouse. They admit that the school has had a rocky history but say they've completely replaced the staff in an ongoing effort to improve. For now, it's business as usual for Lighthouse students. On a cold November afternoon, first- and second-graders practiced how to take out books and put them back with the spine facing the right way in the school's brand new library, then danced to a YouTube video of "Five Little Reindeer Jumping in the Snow."

But the adults in the building can't escape the sadness of impending closure.

Over microwaved frozen pizza and reheated leftovers in the staff lounge, teachers say they're just trying to get through the school year before thinking about looking for other jobs. They worry about what will happen to their children next year in "bigger, rougher" public schools. "The best schools in Akron," said teacher Jessica Satterlee, "are not where our kids live."

Terri Griffin is still hoping that the closing can be averted, but if not, she's sticking to her vow. If Lighthouse shuts down, her daughter still won't be going to the Akron Public Schools. Instead, she will be in private school, which Griffin's extended family will help pay for. "It's hard to explain -- as a mother who really, really has a passion for their child's education -- I felt so bad. I didn't know what to do," Griffin said. "This school is the only thing she knows."
